"Mr. Tom Donnelly brief". Tom is dual-hatted as Chief, National National Measurement and Signature Intelligence Office (MASINT/NMO), and Chairman, National MASINT Committee (MASCOM). Appointed a year ago by DIA Director, Lt. Gen. Burgess, he is responsible for managing and executing the MASINT services of common concern, serves as a member of the MASINT Board of Governors, and leads the MASCOM as the Committee of Record for the MASINT Functional Manager.
